The cross-party motion — proposed by Liberal Democrat Councillor Karen King and seconded by Labour Councillor Ceri Cawley — passed unanimously at the meeting of the Full Council on 31st July 2025. The recording of this public meeting is now available to watch.

In Karen King’s summary before the vote she said,

“We know there's some brilliant clubs. Many already do the right thing voluntarily, but that's the point. It shouldn't be voluntary. A child's safety should never depend on whether the right adult happens to be in the room […] "

“There's countless more near misses, quiet harms, and children suffering in silence because nobody was trained, nobody was checked, and nobody was listening. As Carolyn said, we're all corporate parents, and it's our responsibility not only to look after children […] but to all children in our borough, and I'd like to thank, I think everyone will hear here will agree, all children, no matter where they live."

“This is our chance to lead by example, and I want to thank the British DanceSport Association for putting the hard work in for writing the framework, gathering the evidence and giving us something real to get behind. Thank you."

“I think I've got most mostly everyone's support. Let's make Redcar in Cleveland the first council in the country to stand up and say every child matters.”
